Linate is a departure problem: a single-runway city airport, slot-controlled and shut overnight, so the hour you want is worth settling before the aircraft is chosen. Both Dubai airports take business jets, and this page quotes Dubai International unless something argues against it. The alternative is Al Maktoum International (DWC / OMDW), twenty nautical miles south-west of the city: open at every hour, with its own customs and immigration, and a 4,500 m runway sized for aircraft far larger than a long-range jet.
Which field you land at is not settled by our preference. Slots come first: Dubai International is slot-coordinated at level 3, meaning demand for the schedule exceeds what the airport can absorb and every movement needs an allocated slot, while Al Maktoum sits at level 2, where the slot is agreed rather than rationed. Parking comes second, and on a stay of several days it is usually what decides the matter - Dubai International's own conditions of use require a business jet on the ground there beyond twenty-four hours to be moved to Al Maktoum. Worth knowing on the way out, because it is a movement you will be paying for.
In the air the choice is immaterial: under ninety seconds separate the two at cruise, well inside the error of any estimated flight time. On the ground it is not immaterial at all, and on an arrival that is the part you feel. Al Maktoum is the shorter drive from Dubai Marina and the Palm; Dubai International is the shorter drive from Downtown and the financial district. The distance keeps this in long-range territory, but at the short end of it, and eastbound the margin widens rather than narrows. All three types below cross 4,662 km with fuel in hand, so the choice comes down to cabin and luggage rather than to range. What does bite is the departure: Linate has a single runway and a slot to meet, and on a hot afternoon with a full cabin that is the constraint worth raising first.

No published price for Milan to Dubai has reached us from a source we would be willing to reprint, so read the figure above as a floor rather than a quotation. What actually sets the number on an eastbound sector this long is set out below.
Two things work in your favour going east. The first is length: at 4,662 km this is the shortest of the European Gulf routes we publish, roughly an hour less in the air than the 5,500 km London pairing, and on a flight where hourly cost dominates the bill an hour of a long-range jet is not a rounding error. The second is the wind, which on this direction normally shortens the block time and so the hours you are billed for. Two ground facts push the other way. Linate is slot-controlled and closes overnight, so the departure time that suits your meeting may not be one the airport can give, and the answer to that sometimes changes the aircraft as well as the price. And between November and March a great many parties want to travel in exactly your direction, which makes the question of where the aircraft has to come from before it reaches Linate the line that separates two quotations. If you are back within a few days, holding the aircraft is usually cheaper than buying two separate one-way sectors.
Published market rates for long-range jets in Europe run from about 8,500 EUR an hour at the bottom of the published range to 20,100 EUR an hour at the top; dollar-quoted sources put the same class at 12,000 to 17,000 USD an hour. Our route data puts the busy window from November to March, and on the eastbound leg that window is most of the story: this is the direction everybody wants across the Gulf winter and the direction almost nobody wants in July. Milan keeps a rhythm of its own underneath - the city empties in August and fills again in September - and the two do not always point the same way.
